WHAT RIGHTS DO I HAVE WITH THE COVER ART?
Here’s the breakdown:
The photographer and or model own the rights to the photo. S/he/they are giving permission to alter the photo and be used in a commercial manner to produce a single book cover and accompanying promotional items.
The cover artist has rights over the cover image. The art is hers/his. S/he is giving permission to use the work for the writer to produce a commercial product. The cover artist can use the cover art in a portfolio and to showcase her/his work. This includes banners, business cards, posters and whatever else may help display her/his abilities.

The writer may use the combined work of the model, photographer, and cover artist for a single title and accompanying promotional items for that single book. So, this means the writer can have an ebook, print book, bookmarks, teaser graphics, and whatever else may help promote the book & author as long as it is for the single title.

There are always conditions and exceptions, but that is the general consensus.
Some cover artists do not allow a writer to make his/her own promotional items. They reserve the right to make any other product using the cover art.
